    Over the years, APM & Co.’s Infrastructure, Energy and Project Finance department headed by Adv.     We have a particular forte in the representation of multinational consortiums in international PPP Projects but we accompany clients at every step and stage of their project, handling the myriad of legal documents involved in each such transaction.

    We are involved at all stages of such projects, including, but not limited to the pre-qualification and the tender process, financial close and the project execution, negotiating and finalizing the entire project documents, e.g. Concession Agreements; Design Services Agreements; EPC & O&M agreements; Financing Agreements and advising on the entire project aspects.

    Among the largest energy and infrastructure projects in Israel, including BOT and PFI projects, we have advised:

    • one of the largest and leading infrastructure companies in the world on the first innovative BOT project of its kind in Israel initiated by the Ministry of Finance – from the tender process to the planning, financing, construction, operation and maintenance of a waste-to-energy facility worth more than NIS 1 Billion;
    • one of the leading Canadian architectural groups in the world on the “Red Line” Light Rail project in Tel Aviv, one of the state’s flagship programs for improving and upgrading the public transportation system in Israel. The project also includes the planning and supervision of the construction of 10 underground stations;
    • a leading energy efficiency entity on a large-scale infrastructure project initiated by Netivei Israel – National Transport Infrastructure Company, worth hundreds of millions of NIS for the conversion to LED lighting.an international consortium on a BOT project for the financing, design, construction, operation and maintenance of the Nazareth-Haifa Light Rail line, advising the client from the early screening stage;
    • an international consortium on a BOT project for the financing, design, construction, operation and maintenance of the “Green Line” of the Jerusalem Light Rail, including the supply of LRVs. Worth billions of NIS, this is one of the largest projects in recent years;
    • a leading energy company on the legal aspects of the Sorek 2 BOT project, initiated by the Ministry of Finance, for one of the largest sea-water desalination facilities in the world;
    • leading private entities and financing entities in private renewable energy projects, including, but not limited to, photovoltaic power plants; pumped-storage power plants; wind farms etc.
    • an international consortium on a large-scale PPP project of the PFI (Private Finance Initiative), valued at billions of NIS, and managed by a special tender committee including representatives from the Ministry of Defense and Ministry of Finance. This infrastructure project is one of the largest infrastructure projects of its kind in the past decade.
